Ok I got a low mileage s15 t28. I ran it for about a week or so it was fine then the car has been parked for 7 months and now im burning a ton of oil. Im 99% sure the seals are gone on the turbo. It has no shaft play and boosts great. I know you cant rebuild a BB turbo but can you just replace the seals in it??

yes, seals can be replaced(I think)
BUT I'm here to tell you that I'm sure you didn't use an oil restrictor. repair turbo and use an oil restrictor

Ya I didnt use an oil restrictor. Im new to the BB turbo game and the shop I got it from didnt tell me I needed one. Ill get on that. Do I need to get any special seals or will just a t28 rebuild kit have the seals I need in it?

BB turbos are NOT rebuildable...well not by you atleast. They need to be rebalanced and everything once you tear them down. You're better off buying another turbo or even yet, upgrade to a GT2871.

Anytime you go from journal bearing turbos to a BB turbo, you need a restrictor.

DO you have a -4AN oil line if so, direct bolt on. If not, you probably have a -3an line you'll need an adapter or get a fitting that fits you line.
