can fiber glass be repaired? im pretty sure it can but im like 99.9% sure that it can but you never know.  i have a crack on the front of my bumper about 3 inches long and i need to fix it!

Yup, it can be fix.  You should be able to get a repair kit  at your local auto parts store.

how much do you think it will cost?  dont consider the painting fees...

It depends on the body shop.  Some charge more than the others.  Professionally, you looking at  $100-200.

The hard part is not repairing it.  the hard part is sanding it down smooth so it looks like it never cracked.
You could always repair it, and sand it down pretty good.  If its a good paint/body shop, they'll sand it smooth before they paint it.  That may save you a couple hours later.  It all depends on your confidence in your ability to repair it.
If your not comfortable doing it, don't.
If you can do a little research and think you can do a good job, go for it.
