can some one help me would my engine still work if there was rust and water is in the engine and is there any thing i could do to fix it

The only reason there would be rust in the cylinders is if the block sat for a long time or something - the only other spot rust could be would be the water passages, if you used tap water/etc as coolant.

Any machine shop can do what's called a re-hone, where they make sure the cylinders are round and give them a new finish for the rings to seal against. It's not too much money, and if that's where your problem is (and if the block is out of the car), you should probably do it instead of finding a new motor.
