Im just wondering

I was thinking about going with a Red top SRDET20 conversion for my s13 FB.  I was looking at the Unstable hybrid web site and i think 4,300 is the esimate i have, it also comes with a new tranny.  And its not Carb EO or what ever so its not legal.  are there any legal engines? i live in SC they really dont check for that much so i dont really care just wondering.
Oh yeah u can put a 2600 down payment on the engine. that would be nice.  Would it be hard to get work done on my car after that?  Just find mechanics who know japanese stuff?

I was also wondering about upgrading more or my drivetrain or are there anything else that would not be an option to upgrade?
