DMV should be able to tell you what you need.

illegal; period.
SR20DETs are not DOT approved (nor CARB for that matter) and thus are for "race application only", regardless of where you live.  DMV will give you specifics on "race application" or "off-road application", but still not street legal.

1) CARB means nothing to you.  GARB might.

2)  DOT means something to you - but when was the last time a federal agent asked to see under your hood?

3)  Local laws mean EVERYTHING.  When I called my state DMV office, they told me that there was no problem with them about running a foreign engine - as long as ALL emissions equipment that came on the car was in place (i.e., in the US, on the KA) and it passed the sniffer.  He of course added that while state law was one thing, federal law was another and that I might want to check EPA/DOT regs on the subject.

4)  IIRC, in Atlanta, they have smog checks - you will want to be sure you can get away with it b/c you take the plunge.

But even if local laws say it's okay... still need to worry about federal, and federal sez no <img src="http://www.zilvia.net/f/iB_html/non-cgi/emoticons/sad.gif" border="0" valign="absmiddle" alt=':('>
