remove the clear cover, then black housing or cover, un-screw 4 screw behind the mph tach, use a small flat head to manually roll the miles back

Just FYI for everybody, odometer rollback is illegal, even if you're rolling back an odometer to the exact mileage of the broken one. This is because there is no guarantee that you will stop where you're supposed to. So unless you have a license to set vehicle mileage, it's illegal.

A better way is to write a note and attach it on the driver door's jamb. List the mileage of the broken odometer when it stopped working, and list the mlieage of the replacement odometer when it was swapped in. From this, anybody can determine the true mileage of the vehicle. You should not get an odometer discrepancy flag by using this method.

You're correct. I'm just saying avoid doing illegal things if you can. If a competent technician sees the mark on the odometer he'll report you.

Plus if you have enough money you can get an SR EPA-exempted.

There is no mark on the odometer but I am sure a speedometer tech could tell if a odo has been messed with, of course its pretty damn rare that a speedo shop has to open a 240sx speedomoter and odometer.
Its not legal and you should not do it. Though lots of people playing with engine swaps do it to get the mileage on the swapped odo to match the actual mileage on the chassis. Though officially its against the law and a prosecutable offense, if caught .
On the other hand the DMV does not care about mileage on our cars anymore. They are over 10 (s13's and Zenki S14's)years old and they consider cars over to 10 years old to most likely have a mileage discrepancy i.e. inaccurate mileage reading to begin with.

EPA and CARB are different entities.

With the EPA, you can import the whole car, or file for an exemption. It's not as easy as it used to be, but it's still possible. You just need a lot of money and time.

The CA folks can chime in.

I know there would be a problem if you were into a shop where your milage was written down and then you go back there and they notice a huge difference in milage (meaning less miles on the 2nd visit than on the first).

in PA they record the mileage that's on the car at the time of the emissions/inspection on the back of the stickers....that's how they know whether or not the car is exempt (or if the odometer has been rolled back)
