ECU glitches

I was wondering if this problem is more common then not. I have this thing on my ECU, I have to ground the fuel pump relay or else my car will not start. Has anyone else have weird issues like this? I've always thought that once the ECU goes bad, the whole thing is screwed... not one little aspect.

i would just like to know if this is common or not. Not particularly this issue, but quarky little things.
