Suspicious car in San Fernando Valley

I was driving home at 5:00 a.m. this morning and as I got to my neighborhood I passed a 1996 Honda Accord that was lowered with an exhaust, wheels, and a front lip. This person doesn't live in my neighborhood and I have never seen his car before. The car turns into the street parallel to mine, and then ends up driving down all the streets in my neighborhood. There's 5 streets and I saw him drive up and down the streets a couple of times. I have gotten my car stolen before. Any suggestions of what to do to catch this guy? I know I have no proof, but it was just so suspicious to me.

Someone should start a "supsious car thread" For the Cali. This shit is all too common.
It should list
-location
-make,model,people,time...etc etc.

I think people would be more aware of what to look out for. Bunch of you BroCal guys would start seeing a pattern.

Yup, get the plates/make/model, not to mention color(s) wheels, driver dents scratches and see if anything goes down some where in your neighborhood

Next time you see this car or any car in a similar situation just call the police. That is what you call a neighborhood watch. I am an LEO btw.

Don't forget to cut off his ear and do a tasteful dance with your gas can.
