So on the (2) 52mm vented plate, can it still function to blow air through the vent in the plate? And does it show much behind the dash (through the vents I mean)? I figure even if it does it wouldn't be hard to cut up a small filter to put behind it.

Yes, that is the point behind it... to still allow some air flow through the vent slots. If I personally had this in my car, I would make sure everything behind there was finished in black. So if the gauge bodies were something other than black, I would spray paint them black. I would then make sure the wires for the gauges were wrapped in something black... black electrical tape, black split loom, black braided sleeving etc.
