Installed different stock camshafts on RB25 now wont turn.

I broke some valves in cylinder 2 on my s1 rb25det s13. So I decided to buy a complete cylinder head and swap my old camshafts into it. I took the good ones out of the head with bad valves, then took the cams out of the head I just bought and put the good ones in.. I completed both intake and exhaust and got cam gears put back on and they won't turn.. At all. It seemed like I put them in correct but I am asking for advice on if there is any certain way they have to go in or anything. I did slowly work the cam holders (whatever they're called) into place but I'm stumped.

If you over-torque the head, the head warps, the camshaft binds... maybe you got the Nm mixed up with ft-lbs

Are your pistons at TDC? If so, you could have mashed the valves into the pistons when you installed the new cams. The reason I mention this is because I broke my #6 exhaust valve this way. Always install cams with the pistons slightly lowered into the bores. Then, rotate them to the rear timing cover marks and then turn the crank a few degrees to TDC to match.

Make sure CAM Caps are installed correctly, It is possible to install them backwards causing them to bind the CAM Shaft
