S14 EGR Issue?

Hey, I have a P0400 code on my 98 s14, ka, mostly stock, but when I do my ready test my EGR comes up ready. 02, evap, and cat comes up not ready.

Next, I did the EGR test of pushing up on the valve with the engine running. My result, it wanted to die, it bogged, but didn't shut off. Is this a pass on this test? My understanding is that the motor should shut off. Also, I noticed when pushing on the valve, I could clearly hear a hissing sound of what must've been air escaping a vacuum line? But after tracing the lines, I failed to find a leak. However, the small line that connects the top of the egr valve to the top of the solenoid control part, seems loose as it can be pulled off with little to no pressure.

EDIT: I just did a throttle test and did not feel the egr valve lifting, so I took the top hose off and looked for vacuum pressure there and there was none. So I'm guessing its the control solenoid? Still could be lines I suppose. Without removing the intake manifold and other parts, I have no clear access to all of the hoses.

Anyone have any other test methods to further determine if its the control solenoid itself or if it's the lines leading into it?

smoke test it to see if you have any leaks?
