SR little confused please help!

hey! im rebuilding my sr20det and i have all cams,timing chains etc installed but when i spin my crank right before top dead center then chain looses tension then right after re tensions is this normal?

tensioner needs to be installed...it also uses oil pressure to keep tension. The cam springs are pulling it tighter than the tensioner can hold at that moment

the tensioner is installed. so with oil pressure that should keep tension at all times?
