Heating Issue on S14

On my 95, I'm having an issue with heat and defrosting. Sometimes the heat will work just fine on stages 1-4, sometimes it will blow cold air. I usually wait about 4 minutes before using the heat; I've noticed that the temperature sensor also works when it wants to and this has an impact on whether or not i have heat.
By that I mean, when the temperature sensor is in the middle, or close to it, the heat works just fine. When the temp sensor is low, i get cold air. The damn thing has a mind of it's own, and this is even after 30 minutes sometimes, that it doesn't move.

I also have a very shitty defroster. I think, i could be wrong, but I think that's an actuator problem? Any help would be appreciated. The blower engages on all 4 stages.

Hows the water level? Halfway sounds like low or thermostat sticking...

coolant is where it should be, I was thinking it could be a T-stat issue as well. Thanks man
