Brake pads rubbing against rotor while driving?

First off, my car has been sitting for about 3 months but even before that I've noticed a sound, particularly as im passing something like a wall or a car. It sounds like metal spinning against metal. What's the best process to troubleshoot this? I noticed too that when I was fixing my car as I was pushing it somewhere I could hear the brake pads rubbing against the rotors. I figured it was doing that because it was sitting for so long.
