i took off my egr and all i do is 2step in the bad way!!

so I'm new I've been reading the forums for some help on this topic and on the removal of all vacuum lines and egr successfully did it but barely. I also took off the butterfly valves in the intake manifold. I rerouted all coolant lines new PVC hoes, only two vacuum holes are at the end of the fuel rail next to the fire wall and the one at the bottom of the manifold closer to the firewall. car idles at 1500 doesn't want to go past 3k and all it does is two-step when it goes that high.. I tried connecting those two vacuum ports together thinking maybe that will help but didn't. the only other vacuum ports (on the plenum and TB) are plugged. could this be a vacuum problem or is the fuel the problem idk need help !
