Talking fuel in lower intake runners

Pulled upper S15 Intake mani off to add a few vacuum nipples to it. found fuel in the lower runners. I found this condition a few weeks back. I replaced all o rings on the injectors thinking maybe they were leaking fuel by.

I was told this usually happens when the intake valves arent closing all of the way. Or valve timing is off. Verified that we are at 15 degrees at crank with Timing gun. Lock timing is set to 15 degrees in haltech pro plug as well.

Any thoughts or other checks i should do on this before going out and buying a new head ?
