SR20DET Boost Problems

I've had my SR for a year now and it's been quite healthy, but the turbo lags really bad and always kind has. I drove my friends SR and it's so much more responsive and goes into boost nicely around 2500rpms, where mine doesn't really feel in boost until almost 4000rpms. I used to have a gauge setup but took it out to fix some vacuum stuff. Basically, in low RPMs the turbo sounds like it's spooling really fast and the gauge would still be in vacuum or really low boost. Once in boost in gets up to 7-8psi and pulls fairly hard after 4k rpm.

A little about the car:
It's a stock redtop with a t28 turbo with a FMIC and 3 inch turbo back exhaust. It's also running a Greddy Type S BOV recirculated.

I boost leak tested it but really only found a tiny leak near the BOV flange but don't know how long it's been there or if it's enough to cause such a major problem.

And here is my vacuum setup, which I am not sure if it's done correctly (could also use some insight on where to run my boost gauge off of):

Top left TB ------> T fitting that goes to Wastegate and BOV
Top Right TB -------> FPR
Bottom capped off

Is any of that the source of my problem?
Bad wastegate actuator?

It sometimes seems that maybe the wastegate could be opening too early? Not sure. I searched but couldn't find much information specific to this situation.

Bro put a boost gauge back on it and then see what your levels are.

Double check for boost leaks. Sometimes even the smallest of leak are overlooked and that could be your problem.
