Column missing out of fuse box?

Whats up guys, so to give a little background I've been having issues with my 1995 240's 7.5 amp meter fuse blowing, I thought I had resolved that it was the alternator but upon replacing it I'm still having the same issue so I'm in the process of tracing the short. When inspecting the fuse box a little closer than I normally do I found that an entire column of fuses including the 100 amp battery fuse is just not there. Is this a normal thing or something people do? I'm kind of stumped as to why that would be done but figured ya'll might know something. In the picture excuse that everything is pulled out and kind of messy lol... The column I'm talking about is on the right hand side of the box.
