SR20DET Cranks, won't start. Intermittent issue.

I've been having this problem for a while and haven't figured it out yet.

I have fuel, spark, good compression, vacuum..

I have checked about everything, I want to say it's a switch or something on the stock ECU that isn't getting a closed switch or an electronic module (ECM) of that nature..

I had a spare ECU - Power FC Sr20det to be exact, and the car would turn over instantly but would bog out due to no tune.

If I put a jump from a running car or bump start it, it runs and I can drive it perfectly.

It definitely runs very rich and has horrible gas mileage.
(Filled up my tank about 4 times during a 4 hour trip. 1/4 tank an hour! haha)

But other than that, I can seem to pin point the issue.

Sometimes the car will crank and crank but nothing. If I throw a slow charge or start charge on the car, it will randomly get extra juice and crank faster and slower. It ranomly will turn over and run. Almost like not enough amperage going to ignition system.

I have a brand new starter on it, brand new gel battery 800CCA.
New coil packs, spark plugs definitely work, I get fuel to the rail. I'm not a 100% if the injectors are spraying, but it does have fuel in the rail.

I re-grounded the engine to make sure it was done correctly.
Ran new power and ground wires to the battery to the front.
(re-location in the rear for the battery)

Any suggestions?
