Is the impeller equivalent to the RB26 N1 pump or the RB25 pump? It was my understanding that the N1 pump flows more.

No, these were meant to replace the regular OEM Nissan RB25/26 pump but not to be taken as N1 pump.

Techincally the N1 pump doesn't flow more, it pumps harder.

In our opinion the water pump plays just one role in the efficiency of the cooling system. Putting water pump aside (provided that it's in working condition), we put bigger attention to the lower deg thermostat, higher volume radiator and good CFM electric fan to achieve proper cooling of the engine. Water pump itself N1 or not will not do the job by itself to lower the engine temp.
