This is a genuine HKS exhaust system. The 051 under the JASMA (Japanese Automotive Sport Muffler Association) is the HKS member code. Here is the link to the section of the JASMA website that lists all the member codes and who they are for:

They have the kana for HKS next to their number which can be a bit confusing for non Japanese readers. It reads ECHI-KE-ESU.
