sr20 won't turn over after fixing ecu / fuel related?

EDITED: NEW ISSUES!

S13 SR would start after swap, ran extremely rich and would not go above 2500rpms.
Turns out the ECU chip was fried. Had the ECU fixed, rechipped and tuned.
Plugged it back in, will not start now.
The Coil Packs are only getting 6V and not the full 12V and I'm not sure why.

Here is what has been checked/done:
- Compression: 150-155 across all 4
- Fuel Pressure: 43-45
- Fuel Pump - Great
- FPR - stock, works for now will upgrade.
- Injectors: Great, 850cc
- Spark Plugs: Replaced w/ NGK and has spark
- Maf: s13 maf, no changes from when it was running before ECU fix
- Ignitor: tested, failed. Borrowed a friends from his car, still did not run.
- Coil Packs - getting 6V instead of 12v? This could be part of the issue
- Timing - have not checked timing, but it would still run before the ECU fix. Should I check the timing? I didn't think I would have to if I only rechipped my ECU and timing was set at 15*?

Any ideas?

im no expert but I would start with the basic since you are only getting 6v at the coils check the battery make sure you are getting 12.6v check your fuses, grounds especially. I know the coil pack harness has its own ground.

Wont turn over? Try manually applying 12v to the starter to make it spin.

Starter trigger attached to the starter? There is a plug that slides on the blade for the starter, if this is not on your car won’t turn over

6v at the coils? What about injectors? Start probing backward until you find the resistance issue
