If you still have the stock header with the stock catalytic converter (upstream) the sound does not change much I have it that way and I still pass emissions here in TX
(by the way I do not have a CAI so I don't know if how much louder is with a CAI and test pipe). I have seen and heard other more expensive systems and this is by far the best bang for the buck if you want a good sounding exhaust vs plain loud.
