Hi guys wanted to use my resources before making a new thread

I have a new car. This guy has decent fitment and is able to run it without a roll or pull.
He runs a 18x9.5 + 38 with a 225/40/18

I would like to run a similar set up for the sake of my fenders and no rubs

But I want 17s and to run the stock tires on my rims. I don't understand what with does to offset so if you could help me out.
I'm looking to run a 17x9 + 28 or +38 with a 225/45/17 tire (Oem tires)

Would that make it more or less aggressive?
