Yeah, you can do that. Basicly 2 things you are trading between are:
with water lines: Cooler turbo, but generally hotter coolant (*might want* a better radiator or fan)
w/o water lines: Hotter turbo <- should get exhaust wrap and cover everything around to protect from the heat.
Another thing, with the water lines, you turbo needs less time before you turn of the engine, but it still needs some of it.
