When I did my swap I had a walbro and had an intake, FMIC, full exhaust and an upgraded wastegate running 11lbs on my stock FPR. I would get about 26mpg on the highway like that.
Now since you have an upgraded walbro I have heard of running higher than normal fuel pressures because you have a new pump/old regulator and possibly the diaphragm has gotten weak over time and has trouble with the new volume/psi of the fuel. I'd suggest putting a gauge on your fuel line and see what pressures you're running with and w/out vacuum and go from there.
