Head bolts tend to stretch past the elastic limit and once that has happened you need to buy a new set, whether it's oem or arp. People suggest changing the head bolts because nobody really has the tools to measure head bolt stretch and it's just cheaper to buy new than hope old bolts are still good. Main bolts are typically re-used because they seem not to stretch as easily. If you purchase new main bolts you will likely want to take them to a machine shop with the block to ensure that the mains are still in spec when torqued as the new bolts could cause an out of round situation.

TLDR version: Buy ARP because it assures correct clamping force better than stock. Do not re-use stock unless you want HG issues down the line.
