Also, they put wheels THAT FIT onto their cars. They don't run around trying to find 15x19 -98 dirt track steelies to try and fit onto a car just to brag that they "fit" them.

Its not just better or better taste as I have seen some pretty bad looking bosozuku cars.
Its the fact that there is a lot of social pressure in Japan about appearances. Women don't leave the house without makeup. You don't say improper things. I believe this whole thing seeps into the car world over there. So even if the car is damaged they strive to make it look good anyways.
Its about the
appearance factor.
I have seen clips come in from Japan with perfect exterior body panels and frame rails that were just tore up or rewelded. Like I said its all about outward appearance.
