Collector vehicles are possible to register dependent upon local regulations.
IIRC in WA state you could register a vehicle as a collector's car if it met certain requirements, and could bypass many registration requirements held standard to normal cars if the vehicle is driven less than a certain amount of miles a year. Something like 3K miles a year. I'd of course need to check with my father, but I believe that is how we got my brother's supercharged big block Nova registered and drivable on the street.
Sometimes, you will find small loopholes in the system... but you need to be careful about whether you view the loophole as "solid" enough to commit forking out a ton of cash on.
Also, loopholes like this have a tendancy to get closed fairly quickly, as no "rule maker" likes to see people who have "cheated" the rules.
