RB S13 rb25det HIgh REV on Freeway

everytime i go in the Freeway i hit like 5K RPMs going 70MPH

JK either you have some crazy rear end gearing or your clutch is slipping. Shouldn't be that high...

Yup. You have to disassemble the cluster, it's certainly not something that's "quick" or "easy". Juan (Bardabe) lives out there, PM him and he'll take care of it for you.
