Agency Power sleeves not fitting on s13 5 lug swap

I just recently did a 5 lug swap on my s13 with all s14 parts. I know the bolts for the front spindle are 12mm for the s13 and 14mm on the s14 so there is some play in the spindle part with my s13 bolt. I'm running jic coilovers. I bought the sleeves from Agency Power and they fit perfectly over my s13 12mm bolts but I cant get them into my s14 spindle there just a little too big to get into the spindle. Has anyone came across this problem. Do I need to sand them alittle or drill out the spindle? I tried putting the sleeve on the 12mm bolt then tapping them into the spindle and they just wouldn't fit. any suggestions?

I did the same swap w/ the AP sleeves, mine fit perfect. Seems like a mistake / wrong size from AP, contact them, see what they say.

Any local machine shop can turn them down a bit to make them fit, easily done on a lathe, shouldn't cost too much, or just grind them down yourself.
