Over in Oakland they like it loud - so loud that all 45 of the Police Department's Harley-Davidson motorcycles have been equipped with shiny new tailpipes, at a cost of $500 apiece, to rev up their roar.

It seems the cops just didn't feel safe on toned-down bikes.

"There's an old motorcycle adage that you are heard before you are seen," said Deputy Chief Dave Kozicki, explaining the department's decision to toss the bikes' muted factory-issued mufflers in favor of the more high-volume pipes.

Kozicki cited an accident three months ago in which an Oakland officer riding a toned-down cycle was struck by a motorist who said he hadn't heard the officer approaching.

But some City Hall insiders, as well as motorcycle cops elsewhere, said the safety argument is a stretch.

Even the folks at the national Motorcycle Industry Council, which represents all the big bike manufacturers, were unaware of any safety benefits from louder mufflers.

"We encourage all motorcycle riders to keep the original low sound levels that meet the ... federal sound limit of 80 decibels," said industry spokesman Mike Mount. "It would seem counterintuitive that a law enforcement agency would go against federal standards."

Ironically, it was just a short time back that Oakland police were called upon to crack down on noisy motorists who had modified their auto mufflers to make a whistling screech. The "whistle tip" pipes were eventually outlawed under state law.

Oakland's cops had a long tradition of riding their Harley-Davidsons with the modified, louder tail pipes, earning them the nickname "Rolling Thunder." But after an officer complained about a loss of hearing and others around town questioned whether the police force was violating the very noise standards it was supposed to enforce, the department brass ordered a switch to the quieter stock mufflers.

According to Kozicki, the decibel drop sparked a chorus of complaints from other officers, who said they felt less safe.

So last year the department launched a $1,200 study in conjunction with the city's risk management division to determine whether A) the louder motorcycles contributed to officers' safety, B) were detrimental to their hearing, and C) complied with noise standards.

Kozicki acknowledged that whatever safety-related findings the study produced were largely anecdotal. Still, after everything was taken into consideration, the department concluded "it was in the best interest of the officers to put more-audible pipes back on," Kozicki said.

Hence, all 30 of the department's Harleys were sent down to the central maintenance yard for a muffler makeover, at a cost of about $15,000, according to City Hall insiders. Another 15 newly purchased motorcycles were ordered with the louder pipes, though at no extra charge.

Oakland officials acknowledge that the noisy pipes, when tested, averaged 93 decibels - well above the federal legal noise limit, according to the Motorcycle Industry Council.

But city Finance Director Bill Nolan, who oversees the risk management division, isn't alarmed.

"If they were riding eight straight hours, it would be a problem," he said. "But they aren't."

No one should have a right to do anything with your own private property. Imagine... your hard earned money that is heavily taxed as is, gets taken away from you.

All the excuses of "well you use it on 'public' roads" is total fascist bullshit.

I am also against the fact we can't build houses the way we want.. always bothered me how in north america you can't really build your own designed house unless you're a multi-millionaire/billionaire while in the rest of the world when people build THEIR houses, they build them, upgrade them, the way they want, they way they please as damn as they see it and as they please as it's their damn house and their property! Europe, Africa, Middle-east, wherever, anywhere. They have some really beautiful houses.

Really makes me sad we don't have real freedoms anymore that it's coming down to this kind of low level.

The rich, the elite, the government, the 'law' on the other hand can do whatever they damn please including being above the law and hypocrite all in order to keep us 'safe and secure', more like under their thumbs.

You guys all act like Cali is a horrible place to live in and that this kind of stuff happens on a daily basis.

They put up stories like this just like they put up stories about other people getting killed, raped, etc.

It's to create fear, in hopes that we'll stop "commiting crimes" like the poor suckers in that parking lot.

If fear tactics worked 100% of the time the world we'd live in would be a sad place.

Turbocharger atomizes the intake air for better combustion resulting in better mileage, more power, and cleaner emissions. I believe Volvo promotes turbochargers. They are currently airing commercials that claim their turbocharged cars recycle exhaust gases.

I can't afford a brand new Volvo but I can afford to employ this technology on my current automobile.

Why are you associating turbochargers with street racing? Does this mean that Volvos are race cars and anyone that drives one street races?

Honestly, California seems like a terrible place to live for an auto enthusiast and that has nothing to do with the media for me at least. I'm basing it totally on the 5 S-Chassis that get stolen daily from Zilvia, the constant harassing and hiding things from the law, etc. That doesn't seem so good, and I'm only basing it on what you guys say. Heck, I don't even have emissions.

If we came on here, and preached about how wonderful it is not having to put our cars into hibernation during the winter, to avoid the attack of road salt.

Or how some of the most beautiful and ethnically diverse people (especially women) lived here.

Or talked about in some places in CA you can wear shorts and a T shirt all year long if you wanted to.

Or how you lived in a place where people come from all over the world to see, etc.

You guys not in CA would get all butt hurt and attack us saying that we're fags or gay people are a plague and live in CA, or say we have smog laws blah blah blah whatever, it's not worth telling people how cool it is to live here. You've got to experience it, I wouldn't want to live anywhere else.

I think it depends what kinda auto enthusiast you mean. It's great if you like doing track days. I really appreciate how there's so many drift, autoX, and hdpe events out here. Seems like there's something going on every weekend within 2hr drive from Los Angeles. You don't get that everywhere. There's also a lot of great roads. I live right by Mulholland Dr and Sunset Blvd. A lot of appreciating CA is a matter of adaptation.

Driving in swapped cars here is frustrating, but it's great if you drive relatively stock fun car around. I have yet have any one hassle me for driving my stock evo around town, and these days I only use my 240sx for autoX duty. It would be difficult if it were my only car. No problems here whatsoever.

Well said. Despite all the undesirables, there's really much to be said for CA. There's so many different cities and places to visit, several with their own distinctive personality. For example, say you tired of say living in San Francisco, you move to Berkeley. Even within the Los Angeles country, you get several different centers of things to do. So many restaurants, clubs/drinking holes, concerts, auto events, etc. Its difficult to really get sick of the place.

I think as long as you avoid living in certain undesirable areas, live close to where you work as to not get stuck in commuter hell, etc, you should be fine. The club curfew at 2am here, lack of general nightlife, and lack of mass transit are really the only things that bothers me.

What about Florida? My mom and sister live in Tampa and its kinda like California except without as many wierdos, and no lame automotive laws.
