With all the trials and tribulations General Motors has endured during the past year, we almost forgot that the Detroit, MI-based automaker nearly got itself tied up with Renault-Nissan. Back in 2006, the two companies discussed joining forces to become a singular global automotive juggernaut, but in the end, GM felt it was in its best interests to go it alone and face the quickly disintegrating global automotive market by themselves. <br />
<br />
While GM's situation ultimately improved via bankruptcy and a $50 billion helping hand from the U.S. government, Renault-Nissan CEO Carlos Ghosn still thinks the partnership would have been "without a doubt" in everyone's best interests. Ghosn reportedly made the comments during a meeting of the Council on Foreign Relations, adding that "there was a possibility to create something that would be extremely competitive." <br />
<br />
Ghosn then went on to say that he wasn't happy the two companies didn't end up working together after GM nearly collapsed because "when you see the disaster and the waste of energy and skills and talent, nobody can be happy." The charismatic CEO also said that Renault-Nissan was very concerned about GM's precarious position earlier in the year due to the fact that his company uses many of the same suppliers. If GM had gone down, it would have probably taken more than a few suppliers with it, and Ghosn says that as a result, Nissan wouldn't have been able to make a single vehicle in North America. <br />
<br />
While we can definitely understand why Ghosn would have preferred that the marriage of his company to GM was consecrated, we still don't see how it would have helped The General in the long run. GM still would have been in a very uncompetitive cash situation, and Renault-Nissan doesn't have much in the way of technology or platforms that the General doesn't already the equivalents to.<br />

A few months back we were lucky enough to roll around in a <a href="http://www.autoblog.com/tag/NissanGTR/" target="_blank">2010 Nissan GT-R</a>. On our way up to a pre-burnt <a href="http://www.autoblog.com/2009/09/07/another-station-fire-bummer-angeles-crest-highway-closed-indefi/" target="_blank">Angeles Crest Highway</a> for the now infamous <a href="http://www.autoblog.com/2009/07/27/jonny-lieberman-joins-the-autoblog-crew/" target="_blank">flip-flop-gate</a> photoshoot, yours truly began explaining to our intrepid photographer Drew Phillips just exactly how Nissan's latest and greatest is faster than a speeding Gallardo, more powerful than a F430 and able to leap tall canyon roads without breaking a sweat. And on and on and on. When I finally shut up, Drew asked me, "Would you take a GT-R over a GT500?" Whoa...<br />

 Judging by the feedback I get on the blog, thereâ€™s a huge variety in what people find tasteful when modifying cars. Some love 22 inch chrome wheels and bright purple vinyl wraps and some hate them. Iâ€™m trying to be unbiased as much as I can so I present the Top Racing HK LSD install.<br />
<br />
 Top Racing have got the first set of LSD doors in Hong Kong. The hinges come pre-assembled and include the various gadgets and such needed for installation. Theyâ€™re a specific fit for the Nissan GT-R.<br />
<br />
 The way they work is that the LSD hinge allows the door to open normally for about 30 degrees, then a gas strut takes over to lift the door vertically. Once you exit the car, be careful of the women flocking towards you. <br />

The 2009 <a href="http://www.autoblog.com/tag/TokyoMotorShow/" target="_blank">Tokyo Motor Show</a> has come and gone, and <a href="http://www.autoblog.com/2009/10/01/nissan-gt-r-reported-to-receive-suspension-and-aero-upgrades-sp/" target="_blank">despite rumors leading up to the event</a>, Nissan never unveiled a SpecM version of the GT-R. However, a new report from Japan says that work continues on the softened, marginally up-market super coupe, although there's no word when we'll finally see it.<br />

According to InsideLine's correspondent from Japan, the R35 version of the <a href="http://www.autoblog.com/tag/NissanGTRSpecM/" target="_blank">Nissan GT-R SpecM</a> will dispatch Godzilla's standard hard-riding suspension with a more road-friendly setup that won't affect the twin-turbo'd AWD monster's prodigious grip. <a href="http://www.autoblog.com/2009/03/24/rated-m-for-matured-nissan-readying-kinder-gentler-gt-r-spe/" target="_blank">Early reports indicate</a> that a few interior modifications will bring the GT-R up to par with its more luxurious, European competition, including new interior color combinations and optional aluminum or wood grain trim. However, no amount of interior tweaks will make the price premium for the SpecM go down any easier -- IL reports that the SpecM will be sold for around 18,000,000 yen (the equivalent of over $200k), or 2,250,000 yen more than the <a href="http://www.autoblog.com/2009/01/07/nissan-gt-r-specv-unveiled/" target="_blank">already cost prohibitive (and more lust-worthy) SpecV</a>.<br />

It looks like Tesla probably won't be alone in offering different-sized battery packs in its future electric vehicles. At a U.S. launch event for the <a href="http://green.autoblog.com/2009/10/01/officially-official-nissan-leaf-reservations-start-in-the-spri/" target="_blank">Leaf</a> electric car on Friday, Nissan product planner Mark Perry told Paul Eisenstein of the Detroit Bureau that the Japanese automaker is investigating a similar idea. <br />

Lithium ion batteries are likely to remain expensive for the foreseeable future, so in a bid to make EVs more affordable, they could be offered with different battery capacities. Tesla is planning to offer three sizes for the <a href="http://green.autoblog.com/2009/03/26/tesla-model-s-50-000-ev-sedan-seats-seven-300-mile-range-0-6/" target="_blank">Model S</a> with ranges from 160 to 300 miles. The Leaf doesn't have room for a pack larger than the initial 100-mile range, but future models may be designed to accommodate larger packs while the base versions could come with a smaller unit.<br />

It caused what you'd think would be fairly minor damage, until you count the <a href="http://jalopnik.com/tag/pedestriansafety/" target="_blank">pedestrian safety</a> system going off. Total repair bill? An astonishing $18,355!<br />

 The GT-R tax is alive and well in parts as much as it is in fully-assembled vehicles in this tale of horror from the British Isles. The driver recounts a chain reaction accident were a car up ahead slammed on the brakes, the van in between did the same and despite the GT-R's massive capabilities, the driver couldn't stop quite quick enough and tapped the van's tow hitch with the front bumper. The minor crack in the fascia was the only physical damage, but it was enough to set off the <a href="http://jalopnik.com/tag/pedestriansafetysystem/" target="_blank">pedestrian safety system</a>, which deployed two, one-time use rams which raised the hood to provide a cushioning gap for the pedestrian who wasn't there. The repairs required new hood hinges, new hood rams, a new electronic controller for the pedestrian safety system, and of course replacing and paint-match the damaged bumper. The owner took the car in and came out with a whopper of a bill: Â£11,000, or in US currency, $18,355.<br />

 Two things. First, we'd have yanked those hood rams, welded the hinges back in place and called it good. Second, <b>$18,355</b>! Were the parts made of solid platinum? We knew the cost of ownership was a bit much from the <a href="http://jalopnik.com/5191262/routine-18000-mile-nissan-gt+r-service-price-tag-2000" target="_blank">$2,000 regular Nissan GT-R service</a> cost, but this is ridiculous. And the cost of repair of a CVT transmission can outpace that of a more conventional transmission with four to six forward speeds as most repairs require that the transmission is replaced. Thankfully, Nissan has been listening to its customers, and as a result, the Japanese automaker is doubling the length of its warranty from five years and 60,000 miles to ten years and 120,000 miles.<br />
<br />
That's all well and good for Nissan CVT owners who have yet to experience an issue, but what about Nissan CVT owners who have already shelled out thousands for repairs? Good news, Nissan is going to reimburse you for your pricey fix. If you've already paid for a CVT repair, you'll need to fill out Nissan's Reimbursement Form (<a href="http://www.nissanassist.com/ProgramDetails.php?menu=2" target="_blank">downloadable from Nissan's letter to customers</a>) and follow the instructions. Nissan is also looking after customers who have to repair their CVT transmissions outside of warranty, working with suppliers and dealers to lower the cost of replacement transmissions and repairs. <br />

While we're thinking Nissan is doing a very good thing by backing up its CVT transmissions with a longer warranty, we're wondering just how wide-spread the CVT issue is. Nissan has been clearly <a href="http://www.autoblog.com/2005/10/04/nissan-makes-strong-move-towards-cvts/" target="_blank">committed to CVT tech</a> for years, and we're thinking this warranty action could cost the Japanese automaker a lot of coin. When <a href="http://www.autoblog.com/make/dodge/" target="_blank">Dodge</a> announced that it wouldn't be sharing its <a href="http://www.autoblog.com/model/ram+1500" target="_blank">Ram</a> platform with <a href="http://www.autoblog.com/make/nissan/" target="_blank">Nissan</a>, we just kind of assumed that the <a href="http://www.autoblog.com/tag/Titan/" target="_blank">Titan</a> was going to go the way of the Do Do. Why? Because Titan sales are the suck. Nissan has only sold 15,393 copies of its largest truck through the first <i>10 months</i> of the year. For perspective, Ford sold more F-150s in the first two weeks of October than Nissan has sold in 43 weeks. Last year wasn't much better either, as only 30,000 customers walked out of a Nissan dealer with a new Titan.<br />
<br />
But if a report from <i>Inside Line</i> is to be believed, the Titan will live on. Renault/Nissan CEO Carlos Ghosn reportedly told IL that "Titan will have a replacement, we are staying in the large pickup truck market." It makes a bit of sense that there will be another Titan given the fact that Nissan also uses the basic platform for the Infiniti QX56 and the Nissan Armada. But then again those portly SUVs aren't exactly flying off the shelf, either. <br />
<br />
Speculation is that Nissan could be looking for an outside partner (or already have one) to collaborate on a new pickup. We're thinking one candidate could be Toyota. The only other Japanese automaker competing directly with the domestics in the U.S. half-ton pickup truck market, Toyota was expecting to produce 200,000 units per year of the Tundra when the it launched, but has sold only 66,000 through October. Teaming up with Nissan would help bring costs down, soak up extra production capacity and mitigate the risk inherent in competing against Ford, GM and Chrysler at what they do best. <br />

First, let us say that we really, really dig the Nissan Micra as it is. Sure, we delight most in its <a href="http://www.autoblog.com/2008/04/30/nissan-360-the-micra-160-sr/" target="_blank">hardcore version</a>, but even the gutless <a href="http://indianautotalk.com/wp-content/uploads/2009/09/nissan_micra_0005.jpg" target="_blank">four-door variants</a> have that design going for them: the Micra is wonderfully visually compelling.<br />
<br />
The revelation is this: when it comes to Nissan, the phrase "This car is coming to the U.S." looks to actually mean "a bloated kind of melty looking version of this car is coming to the U.S." We saw it first with the Cube, and the same sort of globular travesty has apparently been perpetrated on the Micra. Forget <a href="http://www.autoblog.com/2009/10/20/report-next-generation-nissan-micra-coming-to-the-u-s/" target="_blank">the oh-so-sexy sketch</a> from a month ago. If this is the car we're getting, look for the Micra with its thumb stuck its thumb in its grille and puffed-out cheeks.<br />
<br />
When the new Micra bows as a 2011 model, it will reportedly be built in four-door, five-door, and MPV flavors, all of which will supposedly be powered by a three-cylinder engine. What isn't clear, however, is which Micra bodystyles we'll see in America.<br />

 The other day we alerted you to the "fact" that Ford will be releasing a <a href="http://www.autoblog.com/2009/11/06/video-ford-press-conference-yields-surprise-650-car-announceme/" target="_blank">brand new $650 car</a>. But as does everything that sounds too good to be true, the car in question was a severely used (and dented) 1993 Ford Taurus, and the Wisconsin-based masters of parody at <i>The Onion</i> were behind the video, <i>not</i> the Ford Motor Company. We mention this because more than one of you took the time to comment without watching the video, and the results were quite funny - in a laughing at you sort of way. Today though, is no joke.<br />

 Carlos Ghosn, the lovable star of his <a href="http://edition.cnn.com/2008/BUSINESS/06/11/ghosn.profile/" target="_blank">own Japanese manga comic</a> and the CEO of Renault-Nissan, is claiming that his company will produce a car that costs less than the $2,500 <a href="http://www.autoblog.com/tag/TataNano/" target="_blank">Tata Nano</a>, making the as-yet-to-be-named car the cheapest in India, and therefore the least expensive in the world. The car will be built by Bajaj Auto, an Indian scooter and rickshaw company. Not to be left out of the party, both Toyota and GM have expressed interest in selling "ultralow-cost small cars" on the Subcontinent. <br />
 <br />
 However, these cheap, small cars just don't sell themselves. So far, Tata has managed to move just 10,500 Nanos since July. For their part, Bajaj and Renault-Nissan were hoping to get their ultralow-coster on the road by 2011, but there have been delays. First announced last year, Ghosn said that the delays should come as no surprise since neither Bajaj or Renault-Nissan has ever made such a vehicle. He did note, however, that such a car is "critical" to Renault-Nissan's presence in India. <br />

 "I don't want Renault and Nissan to be makers of very pretty cars that people dream about but cannot afford." said Ghosn. He also said that by the time Renault and Nissan's small car debuted it might no longer be the very cheapest. There are also plans afoot to export the new vehicle out of India, just like Tata is planning to do with the Nano, though that car would most likely be slightly reworked and therefor more expensive. <i>Tip of the pith helmet to Neil!</i> <br />

Nissan has electricity on the brain. The Japanese automaker is readying its opening salvo in the alternative propulsion wars in the form of its electric <a href="http://www.autoblog.com/2009/08/01/2010-nissan-leaf-electric-car-in-person-in-depth-and-u-s-b/" target="_blank">Leaf compact hatchback</a>. Carlos Ghosn, though, announced at the <a href="http://www.autoblog.com/category/Tokyo-Motor-Show/" target="_blank">Tokyo Motor Show</a> that there would be <a href="http://www.autoblog.com/2009/10/20/tokyo-2009-nissans-ghosn-confirms-three-evs-for-production-i/" target="_blank">plenty more to come</a>, including an unnamed Infiniti model, something like the unique leaning <a href="http://www.autoblog.com/2009/10/07/tokyo-2009-preview-nissan-unveils-land-glider-concept-w-video/" target="_blank">Land Glider</a> concept and an electric version of the <a href="http://www.autoblog.com/2009/02/24/geneva-preview-first-official-pics-and-details-of-nissan-nv200/" target="_blank">NV200</a> light commercial van that debuted at the <a href="http://www.autoblog.com/category/geneva-motor-show/" target="_blank">Geneva Motor Show</a>.<br />
<br />
Naturally, there needs to be some sort of differentiation between the standard-fare NV200 and its battery-powered sibling, and Nissan has just released the first official sketch of that new electric commercial vehicle. As you can see from the above image, the vehicle will take plenty of inspiration from the Leaf, including its steeply-raked windshield, flowing headlamps, front-located plug receptacle and general bottom-feeder shape.<br />

No real details besides the sketch have so far been provided, but you're more than welcome to click past the break to read the sparsely-worded press release.<br />

If you think you've seen schisms in motorsports by following the on-again, off-again rifts in F1, Indy racing and rallying, those are nothing compared to the fisticuffs endured in sportscar racing over the past few decades. In addition to the Rolex Daytona series and the IMSA, to name just two, the FIA and ACO have been running separate series with separate rules for years. But as the former realigns its sportscar series and the latter further branches out from the Le Mans venue itself to series around the world, the two France-based governing bodies have been getting their ducks in a row. And new coordination between the organizations could lead to some cars which had been relegated to one over the other to bridge the gap and compete for top honors in both.<br />

Based on the Japanese Super GT-spec GT-R racer and with input from Nismo, British racing team Gigawave Motorsports fielded a GT-R in four races of the 2009 FIA GT Championship in preparation for a full-scale assault on the reformed GT1 World Championship next year. <br />
<br />
Meanwhile, the Maserati MC12 has been dominating the GT1 category in the FIA GT Championship for the past five years running, winning back-to-back titles, but had remained outside the Le Mans rules as the ACO refused to homologate the Enzo-based racer. With the door to Le Mans now opened - and the corresponding series in Europe, America and Asia potentially along with it - the teams fielding both cars are reportedly enthusiastic to meet the ACO's requirements with backing from their respective factories.<br />

SEMA and California Agencies Solve Titling Dilemma for Hobbyist Vehicles<br />

Diamond Bar, CA (November 2, 2009) -- SEMA, the Specialty Equipment Market Association, working on behalf of California enthusiasts of specialty vehicles (street rods, custom vehicles, kit cars and replicas) and in cooperation with the Department of Motor Vehicles, Bureau of Automotive Repair, Air Resources Board and Attorney General’s office has resolved a complex and threatening issue to this market segment and the industry it serves.  “This breakthrough procedure allows owners of certain specially constructed vehicles (SCVs) to avoid the pitfalls of a previously muddy process for legally registering and titling such vehicles in California,” said Steve McDonald, SEMA Vice President of Government Affairs.  “Under this process, vehicle owners can avoid a situation that could have led to confiscated SCVs and law enforcement action. Further, the program now permits these vehicles to demonstrate state emissions-compliance requirements.”<br />
<br />
Over the years, California’s complex vehicle registration laws have created confusion for hobbyists and the state employees who administer the regulations.  Consequently, certain SCVs may be erroneously registered or titled.  SEMA has worked with state agencies to address the interests of all parties, including enthusiasts in the SCV market, so that these vehicles can be properly registered and titled in the state.<br />
<br />
“Given the looming threat of prosecution that owners of specially constructed vehicles were facing, SEMA’s charge was to find an equitable solution that provided these owners a reasonable period of time to voluntarily re-title their vehicles and pay any necessary back taxes and fees,” said SEMA General Counsel Russ Deane.  “After five years of work on these issues, an innovative and ground-breaking solution has been created.”<br />
<br />
Last year, SEMA helped enact into law a program whereby the Department of Motor Vehicles (DMV) would develop and administer a vehicle registration amnesty program.  The amnesty program will be in effect from January 1, 2010 to December 31, 2010 and will apply to vehicles that were previously registered or classified under erroneous or illegal circumstances.  Under this new law, the DMV will grant amnesty from prosecution to a vehicle owner if certain conditions are met, including the owner filing a completed application with the department.<br />
<br />
More recently, a process was established to allow specially constructed vehicle owners that have been granted amnesty to avail themselves of emissions requirements that recognize the unique nature of these vehicles.  While there are still details to be concluded, SEMA has reached a tentative agreement with the state to provide for three methods to achieve compliance.<br />
<br />
First, an owner can pay all back taxes and penalties and apply for one of 500 (per year) smog-check exemptions.  Under California law, these 500 exemptions for specially constructed vehicles are available each year on a first come, first served basis.  For vehicles with an exemption, a smog test referee compares the vehicle to production cars of the era that the specially constructed vehicle most closely resembles to determine the model year.  The vehicle owner can then choose whether the inspector will certify the vehicle model year by body type or by the engine model year.  Only those emissions controls applicable to the chosen model year are required.  California law authorizes a $160 fee for each referee inspection.<br />
<br />
Under a second option, SCV owners can pay all back taxes and penalties and then choose to install one of several approved OEM engines and related powertrain components (GM has secured approval for certain engines thus far).  Using these OEM components and specifications for the construction of an approved fuel tank and delivery system, these engines provide performance-level power and are intended to meet California emissions compliance requirements.  “The GM engine package represents another option for SCV owners seeking to legally register and title their vehicles,” commented SEMA Technical Consultant, Jim McFarland.  “In fact, by using one of these engines, it’s also possible for owners of amnesty vehicles to exchange their existing engines for a powertrain that represents the latest in GM’s emissions and performance-related technologies.  However, McFarland indicated that because certain variables are involved when configuring any engine or powertrain package for emissions purposes, some measure of compliance risk is involved when such components are installed in a range of vehicle types and conditions.<br />
<br />
Finally, working under the banner of the “GreenRod Project” and recognizing that the demand for the 500 exemptions greatly exceeds the supply, SEMA configured a kit of emissions-related aftermarket parts that met California smog-check standards during a series of tests on a project vehicle.  An owner can pay all back taxes and penalties and, if the owner is not able to obtain one of the 500 available exemptions, a “retrofit kit” of parts can be installed.  Major components in the kit include an aftermarket electronic fuel injection (EFI) system, EFI controller, exhaust headers,  camshaft, mufflers and catalytic converters. For the purposes of the GreenRod Project, the retrofit kit was installed on a high-mileage 1980 El Camino fitted with a 1986 carbureted, 5.7 liter engine.  The 5.7 liter/350 cubic inch displacement small-block Chevrolet V8 engine is one of the most widely-used engine platforms for all types of specially constructed vehicles.  <br />
<br />
According to McFarland, “While the engine SEMA used to develop the kit was considered a worst case configuration, it still passed smog-check requirements.  Variables such as engine condition, accumulated mileage, and related factors affecting emissions from these parts may, in some cases, cause similar engines not to meet acceptable emissions levels.  Nonetheless, transitioning from a carbureted environment to a fuel injected environment while utilizing the latest controller technology and emissions parts upgrades available from the specialty equipment industry resulted in dramatic and unprecedented reductions in tailpipe and evaporative emissions on the test vehicle.  The retrofit kit actually improved performance and drivability while not limiting power in a full acceleration mode, compared to a carbureted engine.  It was perhaps the first time a package of specialty aftermarket parts has been assembled for the purpose of reducing tailpipe emissions which did not reduce power or performance.”   <br />

How do I know if I need to apply for amnesty?<br />
If you have knowingly made any false statement or knowingly concealed any material fact in any document filed with the Department of Motor Vehicles or the California Highway Patrol, you will need to apply for amnesty.  Examples of this would be failing to report the actual value of the vehicle and failure to pay the correct sales tax when the vehicle was first titled/registered in California, or incorrectly stating the actual age of the vehicle.  As a further example, a replica of a 1932 Ford built in 2002 is not a 1932 vehicle for the purposes of this California amnesty program.  It is a 2002 vehicle.  In general, if you have reason to believe that there is erroneous information on your vehicle’s title, it should be corrected. <br />
<br />
What are the consequences if I do not re-title my vehicle prior to the conclusion of the amnesty period?<br />
If you understated the value of the vehicle to the extent that the State of California lost more than $1,000 in revenue, you could be charged with a felony.  If the amount is less or you incorrectly stated the age of the vehicle, you could be charged with a variety of misdemeanors.  Recent prosecutions for this type of offense required owners to pay back-taxes and fees averaging $4,000 per vehicle.  In some cases, owners were forced to surrender the title to their car.  To receive amnesty, any and all back-taxes must be paid in full and the vehicle’s title must be factually corrected.<br />
<br />
What documentation should I take to the DMV office when applying for amnesty?<br />
Applying for amnesty will re-start the titling and registration process for your specially constructed vehicle.  You will need to submit a new DMV 343 Application for Title and Registration form.  You will also be required to file a DMV 5063 Statement of Construction form, listing the origin of the vehicle’s parts and their purchase price.  It would be helpful to have a bill of sale for the vehicle or any appropriate receipts for parts/labor that can be used to establish the actual value of the vehicle.  If it is likely that your car had a fraudulent title and will need to pass a smog check, it is advisable to apply for one of the 500 smog check exemptions granted per year by the DMV.<br />
<br />
How much should I expect to pay for the “retrofit” kit?  How much should I expect to pay for the GM engine and powertrain?<br />
The retrofit kit is a collection of emissions-related parts with specifications developed by SEMA for which a variety of aftermarket manufacturers will be able to supply components.  On average, the kit should cost approximately $6,000.  The labor to install the package will likely cost an additional $5,000.  If you choose to use a new engine and powertrain package from GM, the current LS3 package will retail at an estimated $7,900.  GM will also offer a number of other emissions-approved engine packages with a variety of performance options and price levels.  Estimated installation cost for the GM system is approximately $6,000.<br />
<br />
If I use a GM engine, how will I know if I’ve used the correct parts and properly installed them?<br />
GM will include comprehensive instructions that leave little room for error.  If you feel that you do not have the mechanical experience to install the package, there are local hot rod shops, independent repair facilities and dealerships capable of installing the parts.  Even when parts are correctly installed, there are variables involved when attempting to meet certain compliance requirements, such as engine condition, other modifications and related factors that can affect emissions.<br />
<br />
If I choose to retrofit my current engine, how will I know that the parts kit will actually enable my car to pass the smog test?<br />
The retrofit kit that SEMA developed consists of emissions-related parts intended for a range of engine displacements.  It was designed to work with engines typically used in specially constructed vehicles.  In general, these would be carbureted V8 engines manufactured by GM, Ford and Chrysler.  Although these parts enabled SEMA’s project engine to meet emissions requirements, there is no guarantee that they will allow any engine to meet smog check requirements, depending upon variables that include, but limited to the following:  mechanical compression ratio limits, improperly installed catalytic converters, excessive wear (valve guides, piston rings and cylinder bores), piston displacement limits and a mal-functioning EGR system.<br />
<br />
Is there a way I can get a pre-certification test check to see if my vehicle will pass the smog test?<br />
Yes.  California law allows any licensed smog-check station to conduct a pre-test on your vehicle to determine whether it can pass a loaded mode smog test before you submit the car for inspection at a BAR Referee station.  The average price for a pre-certification smog test in California is approximately $49.  If your vehicle fails the pre-certification smog check, it may be possible to make adjustments that will bring it into compliance.  As with any vehicle maintenance, it’s best to use a mechanic you know and trust. <br />
<br />
What if I have questions about technical aspects of this program?<br />
SEMA and GM will be available to provide some technical assistance for enthusiasts who apply for amnesty to help them navigate through the process.<br />

India's <a href="http://green.autoblog.com/tag/tatanano" target="_blank">Tata Nano</a> has seemingly shown the world's remaining automakers that it's possible to build a small, inexpensive car for emerging markets that's still profitable. You can reportedly count Nissan among the companies paying close attention and the Japanese automaker reportedly has plans to launch a new small car platform in Thailand, India and China starting in March of 2010.<br />

The new vehicle architecture is called V (as in Versatile), and it's been in development since 2005. According to drive.com.au, the car will sport 18-percent fewer parts than current Nissan compacts and as many components as possible will be sourced from local areas.<br />
<br />
Crucial to the success of the program is a massive number of sales - a whopping one million vehicles per year by 2013, which would represent nearly a third of all Nissan's sold in the last three months. To make that goal a reality, sales in Europe and the United States are also planned, possibly as early as 2011.<br />

On Sunday, we brought you word of a <a href="http://www.autoblog.com/2009/10/26/nissan-recalls-26-000-2009-2010-altima-and-maxima-models-over-s/" target="_blank">Nissan recall affecting 2009-2010 Altima sedans</a>, and today, we bring you word of an even larger safety issue impacting its CUV lineup. The Japanese automaker is recalling 163,659 2008 and 2009 model year Rogue crossovers due to a potentially serious safety issue involving the crossover's steering gear housing cover. The National Highway Traffic Safety Administration is reporting that a screw could loosen, potentially causing the steering response to be compromised. In a worst-case scenario, the screw could come out completely, and if large steering inputs are made, the pinion shaft could come out, resulting in total loss of steering. <br />

Affected Rogue owners will be contacted by Nissan to have the repair scheduled at the local Nissan dealer. The dealers will re-tighten the screw and install a cover plate to prevent the screw from loosening in the future. The recall is scheduled to begin in November, but if you're currently experiencing steering issues (or if this sort of thing keeps you up at night) you should stop by the local dealer right away. The 2009 and 2010 Nissan Altima and Maxima are being recalled over a suspension issue. The problem is the upper front strut insulators on some cars, which might not meet specified tolerances and therefore crack. Nissan is notifying owners this month and the repair will be taken care of by dealers, who will replace the strut insulators on both sides. Some companies respond to "losing money at a frightening pace" by studying the problem at length as they continue to lose more money, by asking for more money or, in the worst cases, not doing anything at all. Nissan didn't do any of those things: after posting a loss of $2.4 billion in the fiscal year that ended in March of 2009, Carlos Ghosn put Nissan EVP Colin Dodge in charge of a financial recovery task force. Just months later, the task force is about to disband itself. Said Dodge, "We're not losing money anymore."<br />
<br />
How did they do it? The usual tactics: new car programs shelved, production moved to China and Thailand, suppliers dropped -- you know the drill. The noteworthy thing is how quickly Nissan did it: just about half a year. Said Dodge, "The industry has made hard work out of decisions like this. It doesn't have to be so studied."<br />
<br />
Nevertheless, while Nissan has stopped losing money -- and that's a great thing -- how will those shelved programs affect Nissan's future lineup and how thoroughly do you vet a new supplier that you turn to in a panic? It isn't the first time that Nissan has been in dire trouble, and they've made it out all right before, so we figure they know what they're doing. But the real proof of Dodge's work, and apparent success, won't be seen for a while.<br />

When we hear the word "Krom" we think of Conan the Barbarian in the crypt, finally acquiring that giant sword. Nissan, on the other hand, uses the word to signify its new specialty vehicle line. You've seen the factory-accessorized <a href="http://www.autoblog.com/2009/02/10/chicago-2009-2009-nissan-cube-starting-at-13-990-cube-krom-un/" target="_blank">Cube Krom</a>, and now Nissan apparently believes the time is right for a Rogue Krom. The front clip gets a GT-R-esque treatment, while the rear gets a center-exit exhaust with a sportier sound. The package sits on blinged-up wheels, and gets finished off with privacy glass, body-colored mirrors, and steering wheel audio controls. <br />
<br />
Three color choices -- Venom Red, Wicket Black, and Gotham Gray -- will set off the Krom badge in the hopes of making this Rogue the baddest grocery-getter on the block. Maybe that way it won't be so awkward when you swing your sword over your head, scream "Krom!" and ask your next door neighbor, "Do you want to live forever?" It <i>will </i>be awkward when he calls the police on you, though.<br />

Well, Nissan's partnered with Sumitomo in a plan to resell the <a href="http://jalopnik.com/5386662/nissan-leaf-ev-the-electric-model-t" target="_blank">Nissan Leaf</a>'s batteries for residential and commercial uses.<br />

 The <a href="http://jalopnik.com/tag/nissanleaf/" target="_blank">Nissan Leaf</a> will be equipped with a 24kWh Lithium Ion battery manufactured by NEC and, over time, the performance of the battery will decline. This is the nature of batteries. When the battery's capacity reaches 80% of it's original, it'll need to be replaced. Instead of just chucking the battery and all its baked-in manufacturing, labor, research, and material costs, Nissan will instead resell them through Sumitomo. The batteries aren't after all bad, just have a reduced capacity making them no longer suitable for road use. The batteries will be sold for industrial storage or home use with an envisioned market of up to 50,000 batteries a year by 2020.<br />

 The plan will also help to reduce the purchase and lease prices of the Nissan Leaf by offsetting the high additional cost of battery â€” a significant benefit considering the price of competitive all-electric cars is estimated at $7,000-$20,000 over a traditional vehicle. With Nissan aiming at an annual production of 200,000 Leafs by 2012, it&#39;s a good thing they&#39;re planning end of life for those batteries now. Quick, think of a hybrid automobile. Got it? Are you thinking of the <a href="http://www.green.autoblog.com/tag/toyotaprius" target="_blank">Toyota Prius</a>? Pretty much everyone instantly recognizes the well-known profile of the Prius, and it's by far the most popular fuel miser on the market. A good bit of Toyota's success with the Prius has been attributed to its unique look - some owners want everyone to know that they care about their environmental footprint, and the Prius currently accomplishes that better than any of its competitors.<br />

Honda followed a similar path with the second-generation Insight hatchback, which some believe follows the form of the Prius a little too closely. According to Nissan head Carlos Ghosn, though, there's no chance that Japan's number three automaker will join that club. Speaking to <i>Automotive News</i> at the <a href="http://www.autoblog.com/category/tokyo-motor-show/" target="_blank">Tokyo Motor Show</a>, Ghosn said:<blockquote> <i>We are not intending to play a leadership role in hybrids. One company already assumed leadership in the technology. We want leadership on EVs. </i><br />
 </blockquote>Obviously, the company that leads in hybrids is Toyota, and Nissan's intention is to score a similar position in the world of pure electric automobiles. The opening salvo on that front will be the upcoming Nissan Leaf, which is slated to hit the market about a year from now, and the company has <a href="http://www.autoblog.com/2009/10/20/tokyo-2009-nissans-ghosn-confirms-three-evs-for-production-i/" target="_blank">ambitious plans</a> for its following act. We'll know if Ghosn's plan is successful or not about five years from now. Stay tuned.<br />

The first model to be so equipped will be the new Fuga sedan, a car sold in North America as the Infiniti M. <br />

Unlike the electronic CVT systems used by Toyota, Ford and General Motors, Nissan has opted to configure its system using a conventional automatic transmission - in this case, a seven-speed unit. The electric drive is provided by a single motor sandwiched between the engine and the transmission. A pair of electronically controlled clutches sit on either side of the motor allowing the engine or the engine/motor combination to be completely de-coupled from the transmission. <br />
<br />
According to Nissan, the motor has an output of 50 kW (67 horsepower) and 270 Nm (200 pound-feet) of torque, and the system is able to propel the Fuga/M electrically at speeds of up 62 mph. The engine is a 3.5-liter version of Nissan's renowned VQ V6 modified to run with an Atkinson cycle for greater efficiency. <br />
<br />
Koichi Hayasaki, senior manager of Nissan's hybrid program, tells us that the final numbers on the engine output as well as the net combined output won't be released until sometime in 2010. As is the way these days, energy storage needs are handled by a lithium ion battery pack using the same kind of modules that are going into the LEAF EV. <br />
<br />
The Infiniti M hybrid is expected to arrive in the U.S. sometime in 2011 as a 2012 model.<br />
