alright well ive searched around the forum couldn't seem to find anyone with my problem so..

before my reff ticket i was boosting at 17 psi pulled my motor got everything done and now ive droped my motor back in.

now my car wont let me boost over 7psi i checked the boost controller it is still working fine. swap it over to another boost controller same problem only 7psi. looked for vacuum leaks and everything seems to be hooked up correctly. tested my actuator by shooting air in the nipple and it seems to go back and foruth. ran the autuator with no vacum just open and it only went up to 10 psi.

what else can be the problem

Check all your intercooler piping/couplers. You might have a boost leak somewhere.
