s14 fuel pump problem!!!!

S14 SR20det redtop

i checked all the relays and fuses on the car and they all worked fine i took out the fuel pump and i tested it with a battery and it worked fine i put evrything back together and my car wont start.
so far what i noticed is that i have no power going to the fuel pump cuzwhen i turn the power on the fuel pump wont turn on for a sec as it should
once agin im clueless all the relays and fuses r fine but when i checked the power plug from the fuel pump my test light shows theres no power going to it at all so does anybody have an idea y its doing that?

Fuel pump relay is located in the driver side kick panel. Remove and test each lead per the FSM.
