car is 1990 240...... s13 retop.

Car wont start... traced the problem to the EGI relay... replaced that... but that wasnt the problem... the new relay is good... just it's not getting voltage from the plug.... what to do now?

pull out that turbo timer and see what happens
If it happens again just pull the CAS plug instead of have to try and stall it out

well the turbo timer worked perfect before.

Edit: unplugged it... and it will turn off... but when you start it up again then the engine immediately jumps to high rpm (3,000 ish) then when you let out the clutch it climbs even higher. (i dont have a tach so i have to guess)

What kind of turbo timer do you have? I seen this problem with some of those generic apex-i replica timers

Check TPS voltage. You might have a bad sensor causing the reving situation.
