SR SR seems to lag a bit when...

i sorta get on it or if i do get on it. For instance, i'll be in first gear, shift to second, fine ---> go to third to shift to fourth, and i look at my boost gauge and it doesnt quite reach my psi set. which is about 11.

Basically, it seems like it struggles to get to that point as if there is some sort of lag somewhere not sure. I had a slit in my diaphram in my BOV, but i plugged that hole up with a heat plug. Just kinda lost right now.. just wanted to know why it seems like i can pull in all gears.
