S15 motor + Profec b II =i need help

alright so we spent litteraly all day trying to get this thing to work right.we must have tried every set/gain set/start boost, combo out there and we still cant figure it out.

WOT the car will peak 16psi but towards red line itll drop off between 2-4 psi, specifically in 2nd gear it drops the most boost.

the car is a stock S15 motor/tranny, FMIC, full exhaust, (stock mani & elbow) and stock ECU. im not sure if the ECU cuts boost towards red line that much. Ive actually never touched a OBDII SR in my life

i don't know if i haven't searched enough or im just a idiot...but i cant figure this shit out for the life of me.

just looking for some guidance.
