When I turn the ignition on the commander just says the Apexi logo and only stays on that it doesn't go to main menu, Does anyone know whats going on?

bad commander for sure. ive had that happen more than once.

Search in the tech forum.... why would you ask here? Secondly in the tech forum there is a faq with troubleshooting. 3rdly check the apexi-japan site.

You either gave a bad commander, or the commander you have is not made for that model FC. You can call apexia dn give the part number and they can tell you if it's right.
