Yes its the navan bumper. Not sure on the foglights tho, never seen one with them.

Where can i find these lights? I've been searching the forums but danget i cant find one to answer the flippin question! I've got the sleepy eye look down... but it isn't worth crap at night because i cant see the rode if the lights are pointing stupid low. I'm trying to get the fixed sleepy eye look... i know im gat a "

Looks to me like someone just fabbed these into the popup housings.
Nissan S13 Headlights - Buy S13 Headlights

And yah, please don't drive around with your headlights in "sleepy-eye-mode"

My friend actually fabricated the housing for those headlights. I think it's just regular lights from AutoZone or something with an aluminum plate around it.
