state referee

Sorry you guys gotta read this, this is probably the one millionth question about this topic, but i searched everywhere and it still doesn't answer my question. My question is, does anyone know exactly when a cop can write that wonderful memo stating the car is "non correctional" so that you go and see the ref? I recently got pulled over for a loud exhaust but was let off with a warning, and it scared the shits out of me. Some guys say an exhaust and intake tickets won't give you a trip to the ref but some say the cops can, even without popping your hood!. i always assumed cops can only give you a trip to the ref if they pop your hood and identify it as an unregistered US motor? sorry guys i'm a newb and i did my search. THanks for reading!

Cops can send you to the ref anytime they want at their own discretion. Even if you are running a bone stock KA24DE he can still send you to the ref to have it checked out.

I had a buddy get sent to the ref, he put everything back to stock except for a few vacuum lines that were just blue. Ref failed him.

And search more. This has been covered a bazillion times.

THanks man! i did do a lot of search and i keep hearing different things, i was just confused because ive read some that do get popped for such and such reasons and some that dont for the same cases. But what you say does sum it up and makes sense that these pigs do different things in the same situation. I guess it's all about which asshole you get, the cool one? or adolf hitler himself! Thanks for the input!

^ You said it. It all depends on the cop you get. I've run into chill young ones, chill old ones, asshole young ones, old ones, etc. It's just luck. The city you're in also plays part into how bad or well they treat you.

Just remember, if you get sent to the ref, be as stock as possible or present all documentation that your parts have C.A.R.B. numbers.

I got sent to the reff for an intake.

Certain intakes are CARB legal such as the AEM one. I had to take my Apex'i one off because it wasn't legit

As for exhaust, my catback passed smog all day at smog stations. I thought I was going to fail at the smog Reff, so I changed it back to stock. When I got there the reff said I could'ov just left it on because it just had to pass a sound test. There was an integra at the smog reff when I went and he had an exhaust that was stupid loud, yet he still passed. Even if you fail at the sound test, you get a free retest. Should've kept mine on to begin with.

take the car off the street, provide proof of non-operation

then go from there

you should be able to avoid the ref in that case.

unless they want to force you to drive a non-op vehicle on the stret, that illegal

Dumbass didn't even notice the turbo, BOV, intercooler, boost controller, etc. etc.

You can be sent to the ref for anything.

What if he used radiator paint? I've heard of people doing this without any harm to the intercooler.

State ref is not fun at all, I've been through it a couple time.

Quick question do they if your car passes smog at the state referee (in California of course). Because i just state reffed for "modified intake". YOu know how the theres the intake baffle on the intake box; well mine is missing. does that even count as modified emissions? i got stock air box and piping.

I just got done dealing with state ref. yes cops can send you for anyting emissions related as a failsafe or because they dont know shit about cars. The state ref just makes sure everyting is there. Vacuums all plugged up and what not. If you are rolling stock it shoudlnt be a problem. Its just a regular smog check. If not, good luck getting back to stock. Just non-op like ppl have said if you dont think you will pass.

Sport Compact did a test on spray painting intercoolers.. They used black Krylon paint, and noticed a 1whp loss of power on a 300whp vehicle. Now the guy has to up his boost .1 psi to hit 300 again haha. Im sure with the use of radiator paint you won't lose shit.

we just had a buddy pulled over for the same crap here is some info on what we found out.(thanks to the squidd)
27151. (a) No person shall modify the exhaust system of a motor vehicle in a manner which will amplify or increase the noise emitted by the motor of the vehicle so that the vehicle is not in compliance with the provisions of Section 27150 or exceeds the noise limits established for the type of vehicle in Article 2.5 (commencing with Section 27200). No person shall operate a motor vehicle with an exhaust system so modified.

(b) For the purposes of exhaust systems installed on motor vehicles with a manufacturer's gross vehicle weight rating of less than 6,000 pounds, other than motorcycles, a sound level of 95 dbA or less, when tested in accordance with Society of Automotive Engineers Standard J1169 May 1998, complies with this section. Motor vehicle exhaust systems or parts thereof include, but are not limited to, nonoriginal exhaust equipment.
Amended Sec. 10, Ch. 92, Stats. 2001. Effective January 1, 2002.
In my honest opinion, don't be dumb use a silencer on the streets.

Question, how much was the fine?

I am going to pay mine as soon as it comes in, so want to be ready.

951 police are more relaxed than everywhere else from what I've noticed. Although a couple months ago I saw the local Beaumont PD pop a kid's white honda civic that had a huge wing, dropped, Muffler/tip, and bunch of stickers on it. Forgot whether it had a body kit on it or not.

Been hearing that the Beaumont PD are d|cks if they have any.

i got pulled over in my friend's ae86 GT-S...stock 4age motor. the cop said that he thought the motor was an illegal swap because some things under the hood were in japanese (all it had was an intake filter, and maybe some mad-tyte-jdm-y0! sticker or some shit) and sent me to the ref. complete asshole about everything too. i never went, i paid the fine, but that was completely unnecessary how he treated me.

I remember getting sent to the ref just for exhaust, but i paid it off along w/running a red supposedly which came to $500 almost

Just wondering, is this "$500" fine for the state ref the most you can be fined if you get sent? or does the price vary upon what he gets you down for? (intake, motor swap, etc.)
Also, is there a such thing as after a number of times getting sent to the ref and paying each of them off something else may happen to you/your car if you were to get caught/sent again? like a 3 strike type of rule

I dont see why go through the hassleat and time of doing the re-swap, to get it signed off when you can just pay 500.
